Just two weeks after their long-time (albeit intermittently involved) bassist Kim Deal left the band, the Pixies are back! And for the first time in nearly a decade, they're debuting a new song: Bagboy.

"The lyrics, coincidentally, were composed at a Starbucks Coffee in Harvard Square in Cambridge, about a hundred feet from where, 25 years ago, I composed some of the lyrics to an old Pixies song called 'Break My Body,'" vocalist Francis told Rolling Stone. "The music for the song has been around for a few years. There are some demos I made with Joey and David a few years ago in Los Angeles, related to a film idea that still has yet to see the light of day, although work on the music continued."

While the protagonist of the music video isn't nearly as manic as REM's or as psychotic as Pearl Jam's, he does have the stones to bathe in?and then eat from?a giant tube of breakfast cereal, which is I guess commendable.

Atheists' monument near Ten Commandments

STARKE, Fla. (AP) ? A group of atheists unveiled a monument to their nonbelief in God on Saturday to sit alongside a granite slab that lists the Ten Commandments in front of the Bradford County courthouse.

As a small group of protesters blasted Christian country music and waved "Honk for Jesus" signs, the atheists celebrated what they believe is the first atheist monument allowed on government property in the United States.

"When you look at this monument, the first thing you will notice is that it has a function. Atheists are about the real and the physical, so we selected to place this monument in the form of a bench," said David Silverman, president of American Atheists.

It also serves another function ? a counter to the religious monument that the New Jersey-based group wanted removed. It's a case of if you can't beat 'em, join 'em.

American Atheists sued to try to have the stone slab with the Ten Commandments taken away from the courthouse lawn in this rural, conservative north Florida town best known for the prison that confines death row inmates. The Community Men's Fellowship erected the monument in what's described as a free speech zone. During mediation on the case, the atheist group was told it could have its own monument, too.

"We're not going to let them do it without a counterpoint," Silverman said. "If we do it without a counterpoint, it's going to appear very strongly that the government actually endorses one religion over another, or ? I should say ? religion in general over non-religion."

About 200 people attended the unveiling. Most were supportive, though there were protesters, including a group from Florida League of the South that had signs that said "Yankees Go Home."

"We reject outsiders coming to Florida ? especially from outside what we refer to as the Bible Belt ? and trying to remake us in their own image," said Michael Tubbs, state chairman of the Florida League of the South. "We do feel like it's a stick in the eye to the Christian people of Florida to have these outsiders come down here with their money and their leadership and promote their outside values here."

After a cover was taken off the 1,500-pound granite bench Saturday, people rushed to have their pictures taken on it. The bench has quotes from Thomas Jefferson, Benjamin Franklin, John Adams and Madalyn Murray O'Hair, the founder of American Atheists. It also has a list of Old Testament punishments for violating the Ten Commandments, including death and stoning.

"Some people think it's an attack simply by us exerting our existence. They put a monument on a public lawn that, if you put it in context, says atheists should be killed," Silverman said. "It is an attack, but it's an attack on Christian privilege, not an attack on Christians themselves, and not so much an attack on Christianity."

At one point someone in a car driving by tossed a toilet seat and a roll of toilet paper at the crowd. Neither struck anyone. At another point, Eric Hovind, 35, of Pensacola jumped atop the peak of the monument and shouted his thanks to the atheists for giving him a platform to declare Jesus is real. Atheists shouted at him, and he stepped down after about a minute. One man yelled that religion is a fairy tale.

"The problem is it's not a fairy tale," Hovind said. "We definitely have freedom of religion, not freedom from religion."

Hovind and Tubbs did say they respect the right of the group to install the monument, even if they disagree with the message behind it.

And the atheists said they expected protesters.

"There always are," said Rick Wingrove, the director of a Washington D.C.-area office of American Atheists. "We protests their events, they protests our events. As long as everybody's cordial and let people speak. This is our day, not theirs. We're fine with them being here."

A call to the group that sponsored the Ten Commandments monument, the Community Men's Fellowship, wasn't returned. But the group gave Facebook updates on the legal battle with the American Atheists and praised the compromise that allowed them to keep their monument.

"We want you all to remember that this issue was won on the basis of this being a free speech issue, so don't be alarmed when the American Atheists want to erect their own sign or monument. It's their right. As for us, we will continue to honor the Lord and that's what matters," the group posted.

While Silverman said he believes religion is wrong and teachings in the Bible are violent, he said he welcomes non-Christian religions to follow the atheists' example and put in their own monuments in free-speech zones.

"I will back them because it will be their right," he said. "This is one of the tricks that Christians have used, because they go up and call it a free-speech zone and then they're unopposed. They get their government legitimization because nobody else calls their bluff and puts something in."

Chuck Norris vs. skin cancer's covert culprits - WND

Chuck, I was in a discussion the other day with a co-worker, and he said we can get skin cancer from things besides the sun. What are those covert culprits? ? Tom L., San Antonio

July is UV Safety Month, so there is no better time to address this question than now. And let?s not forget that the skin is the largest organ in the human body.

According to the American Cancer Society, more than 3.5 million cases of basal and squamous cell skin cancers, also known as non-melanoma cancers, are diagnosed annually in the U.S. Melanoma, the more dangerous type, will account for more than 76,600 cases of skin cancer in 2013. It also accounts for roughly 9,000 of the 12,000-plus deaths caused by skin cancer each year.

The ACS says basal and squamous cell skin cancers are very common, very treatable and often found in sun-exposed areas ? such as the head, neck and arms. Melanoma is more difficult to treat and is usually brown or black, but it also can be pink, tan or even white. And a fourth type of cancer, skin lymphoma, starts in cells that are part of the body?s immune system.

According to the ACS, risk factors for non-melanoma and melanoma skin cancers include:

• Being exposed to excessive or unprotected ultraviolet radiation, such as that from sunlight or a tanning booth. (The ACS says: ?Tanning beds and sun lamps are dangerous. They also damage your skin.?)
• Having suffered severe sunburns in the past.
• Having pale skin, being easily sunburned or having natural red or blond hair.
• Having many or unusual moles.
• Your or a family member?s having had skin cancer.

That is why Dr. Sherrif Ibrahim, an assistant professor of dermatology at the University of Rochester Medical Center, told HealthDay: ?Hands down, sun exposure is the biggest risk factor for skin cancer. And it?s a cumulative risk. The more exposure you?ve gotten the bigger the risk. The skin doesn?t know if you?re out one time for an hour or 12 times for five minutes at a time. Your skin keeps a running meter.?

Tanning booths have been linked to skin cancer diagnoses because ?the kind of light produced by tanning beds isn?t better or worse than natural sunshine, but people may get more and longer exposure, especially in areas where outside they might display more modesty,? according to Dr. Alan Fleischer, a dermatology professor at Wake Forest Baptist Medical Center.

However, the sun and tanning booths are not solely responsible for skin cancers. There are other things that might seem to have little to do with skin but have strong correlations or links to skin cancer.

For example, Ibrahim explained that people who have organ transplants increase their odds by 200 times of having skin cancer because of medications that have to be taken to suppress the immune system.

And Fleischer explained that people with autoimmune diseases, who often take the same medications, also can increase their chances of developing skin cancer because of those drugs.

In addition, some of the genes that cause Parkinson?s disease have also been linked to skin cancers. And on-the-job exposure to coal tar pitch, creosote, radium, arsenic compounds and some pesticides also may give rise to skin cancer.

Fleischer said that even getting a manicure exposes one to UV radiation, which is used to harden polishes.

Compact fluorescent light bulbs, the so-called eco-friendly light bulbs, recently were studied by Berlin?s Alab Laboratory and found to release several carcinogenic chemicals and toxins ? such as phenol, naphthalene and styrene ? when merely turned on.

One other popular trend making it more difficult to recognize potential skin cancers is tattoos.

HealthDay noted: ?Although tattoos aren?t known to increase the risk for skin cancer, tattoos can make it harder to detect cancer-related changes in moles. If you?re considering a tattoo, make sure there aren?t any moles in the area you?re thinking about inking, according to experts from the American Academy of Dermatology.?

They say music soothes the savage breast, but at British singer Jessie J.'s "Isle of MTV" performance in Malta on Wednesday, music didn't keep two concertgoers from breaking out into a fight.

The singer was in the middle of her song, "Rainbow," which ironically is about how people are all similar and should get along, when she noticed the altercation between two fans near the stage. "Stop the music, stop the music," she shouted to her band in a video captured by a fan and posted to You Tube. (The fighting fans can't clearly be seen in the video.)

"OK, so, you guys in the front, guys ... see I don't perform when people are fighting," the singer announced, as the audience applauded her words.

"OH MY GOD!" another fan could be heard saying.

"OK, so here's the deal right?" Jessie J. continued. "Music is about bringing people together. You don't need that angriness in your lives, OK? So kiss and make up and let's party."

"Jes-sie! Jes-sie!" fans chanted in appreciation.

"Let's go, let's go again," the singer told her band, before delivering one more word to the fighters. "Look at me, come on, look at me. Are we good? Sort it out, bro."

10 Google Reader Alternatives That Will Ease Your RSS Pain

Google Reader is on its deathbed, slated to meet its end on July 1st. Its demise has been looming in the distance for a while, so this should come as no surprise. And while this is certainly a time of mourning, there's the unseemly business of finding a replacement. Here's a list of platform agnostic alternatives that should help make the transition as painless as possible. We're sorry for your loss.

Feedly

Feedly's one of the best options who need one reader on all their devices. Feedly has finally rolled out its web-based reader in addition to standard Android and iOS apps. It's well designed, but it's a bit more like a newspaper than the constant-flow-of-feeds-to-my-faaaaace Google Reader. But it's free, and Feedly has been out there saying a transition from Google Reader will be "seamless."

Digg Reader

Digg's Reader hasn't come out quite yet, but so far it's looking mighty fine, the grand hope of post-Google readers possibly. Interface-wise, it's as clean and simple as you'd hope for, but it also comes with a few, tiny bonus features like a built-in Instapaper button, and full-on Digg thumbs-up, thumbs-down integration. It's still anyone's game, but those subtle social hooks could make Digg a winner.

AOL Reader

Weird to see AOL popping back on the scene, but AOL Reader is stripped down, simple, and fast. All things you want from your Google Reader replacement. There's nothing too new here, but it's not busted either, and i'll come with a full suite of apps for iOS and Android. It's definitely worth a look.

NewsBlur

NewsBlur's got a solid, Google Reader-esque web app you can try out on the spot if you hop over to their site. And, if you're a mobile user, it also has an Android app as well as iOS versions for the iPhone and iPad. Free accounts max out at 64 feeds, which won't be enough for a real power user, but a real, unlimited subscription is only $1 a month.

The Old Reader

This basically is Google Reader; the interface is practically identically. And you can login right with your Google account import feeds that way, though The Old Reader claims it's flooded at the moment, and won't let you. The downside here is that there are no apps (yet) and social integration is only available by connecting through Facebook. But it's great as a bare-bones replacement for web-use.

NetVibes

NetVibes is a web reader with some powerful customization options. Like any good RSS reader, you can resort to a pure feed approach, but NetVibes also has a dashboard setting that allows you to create and organize "widgets" for specific feeds and folders and move them around. The downside is that there aren't any mobile apps, so you'll be tied to your computer.

Pulse

Pulse (Android) is a flashy, stylish reader that supports the use of multiple columns to organize. And it looks as stunning on your Nexus as it does in your browser.

Flipboard

While a mobile app an never fully fill the hole Google Reader leaves in your desktop browser, Flipboard (Android, iOS) is another great, magazine-like mobile option for folks whose feeds are image-heavy. It's so pretty you might just forgive it for not living on your laptop.

Zite

Zite (Android, iOS) boasts a clean newspapery look with an option for straight-up feed view. Perfect for people who keep their RSS on a second screen.

Twitter?

It's by no means a perfect replacement, but it might be able to fill part of the hole depending on your use-case. Twitter doesn't have an "unread" state, so it's only good for here-and-now developements, but many outlets user their Twitters a glorified RSS feeds anyway, and there's no shortage of mobiles apps, for now anyway. If you're a light RSS user, and a heavy Twitter user, you might be able to work something out. Maybe.

I?m really tired of hammering the United States for not rescuing the peace process and of Arabs waiting for us to punish Israel, which too many ridiculously dismiss as either America?s master or its unruly child.   It?s an old refrain, erroneous but popular: Israel must make peace with the Palestinians before high Arab birthrates turn the Jews into a minority in their own land. This ominous ?demographic argument? rests on an obsolete stereotype of Arab women as baby mills, outbreeding their Jewish sisters. In the 1960s, the fertility rate for Israeli Arabs (9.2 births per woman) soared far above that of Israeli Jews (3.4 births per woman). Within Israel, the birth rate among Muslims is now at 3.5 children per woman. It is even lower for Palestinians in the West Bank ? just 2.9, according to the CIA Factbook.

The Bane of Palestinian Infighting ? Kimberly Marten (New York Times)

• The resignation of two Palestinian prime ministers in quick succession has left the PA leadership in limbo. But naming a new prime minister will accomplish little unless the Palestinians can also overcome the patronage, corruption and infighting in their security forces.
• As PA prime minister from 2007 until earlier this month, Salam Fayyad made security-sector reform a priority. Fayyad strove to replace the corrupt and intimidating militias of the Arafat era with professional security forces who earned the respect of the population.
• But old patronage networks ultimately proved stronger. Fayyad never managed to control the rat?s nest of overlapping Palestinian security agencies, whose constant infighting was encouraged by struggles within President Mahmoud Abbas? Fatah party.
• Much of the training supported by the U.S. and EU was conducted in Jordan, away from traditional Palestinian bases. Yet old neighborhood and clan ties continued to be used in recruitment and some of the most powerful Palestinian security organizations remained outside the reform regimen.
• Jenin had been a showpiece of security-sector reform. U.S.-funded and Jordanian-trained PA forces swept through in 2008, arresting militias which had long spread terror and extortion among residents. But in May 2012 the home of Jenin?s reformist governor was attacked by gunmen.
• When the dust settled, it became clear that factions inside the supposedly reformed security forces had been fighting one another for control over territory and patronage. At least two of the senior officers who were arrested had undergone U.S.-funded training in Jordan.

Google is trying hard to build out its Street View-style imagery of locales off the beaten path with its Trekker program. The Trekker, a roughly 40-pound backpack that has a camera-ridden sphere poking out over its wearer's head, captures 360-degree fields of view which are then used to build interactive, first-person views of remote places like the Grand Canyon. Google is now looking for applicants to help it continue to expand its Trekker efforts.

You have seen movies like ?The Heat.? But you?ve never seen a movie quite like ?The Heat.?

Sandra Bullock and Melissa McCarthy star in "The Heat," which is perhaps the first-ever buddy cop movie starring two women.

The buddy cop comedy, opening Friday and starring Sandra Bullock and Melissa McCarthy, features a familiar plot, but a new twist. The buddies are both women.

These are not women who brunch and talk about their guy troubles or dream of getting married, or are planning pregnancy. These are tough single women who live for their law enforcement jobs and curse. Well, one does. McCarthy?s Det. Mullins is vulgar and wild and relishes making others uncomfortable. Bullock?s FBI Agent Ashburn is arrogant, uptight and doesn?t have much of a sense of humor. If they remind you of the guys in ?Lethal Weapon? or ?48 Hours,? you?re not alone.

?It?s just a fun comedy that you can swap two men for the women, and in that way it?s remarkable,? said Yael Kohen, author of ?We Killed: The Rise of Women in American Comedy.? ?It really is a very risky movie and exciting in a way. It?s not high-brow like ?Bridesmaids,? which also had an undercurrent of how women behave and relate. This movie doesn?t have any of that.?

When ?Bridesmaids? became a box-office smash in 2011, earning $300 million worldwide, critics declared it the beginning of a new era for women in leading roles. But two years later, most of the comedic roles for women are still of the romantic variety, with a sweet actress paired up with a leading man. ?The Heat,? which was directed by "Bridesmaids" Paul Feig, has now inherited the pressure. Even before the film hit theaters, screenwriter Katie Dippold (?Parks and Recreation?) was put to work on a sequel.

?At the end of the day, it?s a money question,? Kohen said. ?If ?The Heat,? does well, you?re more likely to see more (female buddie comedies) and you?re more likely to see the sequel.?

Comedies with two leading ladies were more popular in the 1980s than they are now, Kohen points out. Bette Midler starred in ?Outrageous Fortune" with Shelley Long in 1987 and in ?Big Business? with Lily Tomlin in 1988. That same year, Rebecca De Mornay and Mary Gross starred in what could have gone down in history as the first female buddy comedy but ?Feds? was a flop so no one remembers it. ?Thelma and Louise? in 1991 broke ground for women in film and had comedic elements though it was essentially a drama.

But, recently, Hollywood has been more apt to pair someone like Kate Hudson with Gael Garcia Bernal than with a female protagonist. Tina Fey and Amy Poehler stood out in 2008 when they starred in ?Baby Mama,? which won its opening weekend and grossed $60 million worldwide. But there hasn?t been a lead comedy female duo since.

?Hollywood thinks that men aren?t going to be interested in seeing the two women on the big screen,? Kohen said. ?They always want a leading man to help the woman open a movie. If ?The Heat,? doesn?t do well, I don?t think it?s necessarily that two women can?t open a movie. It could just be that people are not interested in that particular movie. But we know that?s not how it?s going to be viewed.?

"Heat" screenwriter Dippold, 33, told Kohen in an interview in Marie Claire that she wasn?t thinking about gender barriers or Hollywood tropes when she wrote the script. Growing up, she loved ?Running Scared? and ?Lethal Weapon,? and says, ?I always felt like those guys, the buddy cops, were so cool and badass and funny, and I always wanted to see two women like that.?

In that same vein, Bullock told Marie Claire that she was attracted to the script because Dippold did not restrict her character?s behavior according to gender expectations. "Katie wrote a story that required two human beings to be uncensored and not mind looking like idiots, something both women and men do on a daily basis,? Bullock said.

Bullock must have really liked what she read. Both she and McCarthy signed on to star in the movie just 10 days after Chernin Entertainment bought the script for $600,000. The movie is opening at record speed, only 20 months after Dippold completed the script. But even with such positive buzz, there?s still plenty of doubt among studio executives about whether two women can open an action buddy comedy, Kohen said.

?It?s hard enough to prove that one woman can open a movie let alone a duo,? Kohen said. ?It?s very ballsy for a movie to do and for a studio to make that decision. Executives are usually concerned with whether the audience will be overly estrogenized with two women in the lead. Well, ?The Heat? certainly is not that.?

Large-scale quantum chip validated: Prototype quantum optimization chip operates as hoped

June 28, 2013 ? A team of scientists at USC has verified that quantum effects are indeed at play in the first commercial quantum optimization processor.

The team demonstrated that the D-Wave processor housed at the USC-Lockheed Martin Quantum Computing Center behaves in a manner that indicates that quantum mechanics plays a functional role in the way it works. The demonstration involved a small subset of the chip's 128 qubits.

This means that the device appears to be operating as a quantum processor -- something that scientists had hoped for but have needed extensive testing to verify.

The quantum processor was purchased from Canadian manufacturer D-Wave nearly two years ago by Lockheed Martin and housed at the USC Viterbi Information Sciences Institute (ISI). As the first of its kind, the task for scientists putting it through its paces was to determine whether the quantum computer was operating as hoped.

"Using a specific test problem involving eight qubits we have verified that the D-Wave processor performs optimization calculations (that is, finds lowest energy solutions) using a procedure that is consistent with quantum annealing and is inconsistent with the predictions of classical annealing," said Daniel Lidar, scientific director of the Quantum Computing Center and one of the researchers on the team, who holds joint appointments with the USC Viterbi School of Engineering and the USC Dornsife College of Letters, Arts and Sciences.

Quantum annealing is a method of solving optimization problems using quantum mechanics -- at a large enough scale, potentially much faster than a traditional processor can.

Research institutions throughout the world build and use quantum processors, but most only have a few quantum bits, or "qubits."

Qubits have the capability of encoding the two digits of one and zero at the same time -- as opposed to traditional bits, which can encode distinctly either a one or a zero. This property, called "superposition," along with the ability of quantum states to "tunnel" through energy barriers, are hoped to play a role in helping future generations of the D-Wave processor to ultimately perform optimization calculations much faster than traditional processors.

With 108 functional qubits, the D-Wave processor at USC inspired hopes for a significant advance in the field of quantum computing when it was installed in October 2011 -- provided it worked as a quantum information processor. Quantum processors can fall victim to a phenomenon called "decoherence," which stifles their ability to behave in a quantum fashion.

The USC team's research shows that the chip, in fact, performed largely as hoped, demonstrating the potential for quantum optimization on a larger-than-ever scale.

"Our work seems to show that, from a purely physical point of view, quantum effects play a functional role in information processing in the D-Wave processor," said Sergio Boixo, first author of the research paper, who conducted the research while he was a computer scientist at ISI and research assistant professor at the USC Viterbi School of Engineering.

Boixo and Lidar collaborated with Tameem Albash, postdoctoral research associate in physics at USC Dornsife; Federico M. Spedalieri, computer scientist at ISI; and Nicholas Chancellor, a recent physics graduate at USC Dornsife. Their findings will be published in Nature Communications on June 28.

The news comes just two months after the Quantum Computing Center's original D-Wave processor -- known commercially as the "Rainier" chip -- was upgraded to a new 512-qubit "Vesuvius" chip. The Quantum Computing Center, which includes a magnetically shielded box that is kept frigid (near absolute zero) to protect the computer against decoherence, was designed to be upgradable to keep up with the latest developments in the field.

The new Vesuvius chip at USC is currently the only one in operation outside of D-Wave. A second such chip, owned by Google and housed at NASA's Ames Research Center in Moffett Field, California, is expected to become operational later this year.

Next, the USC team will take the Vesuvius chip for a test drive, putting it through the same paces as the Rainier chip.

The UK looks set to become the first country to allow the creation of babies using DNA from three people, after the government backed the IVF technique.

It will produce draft regulations later this year and the procedure could be offered within two years.

Experts say three-person IVF could eliminate debilitating and potentially fatal mitochondrial diseases that are passed on from mother to child.

Opponents say it is unethical and could set the UK on a "slippery slope".

They also argue that affected couples could adopt or use egg donors instead.

Mitochondria are the tiny, biological "power stations" that give the body energy. They are passed from a mother, through the egg, to her child.

Defective mitochondria affect one in every 6,500 babies. This can leave them starved of energy, resulting in muscle weakness, blindness, heart failure and death in the most extreme cases.

Every time Sharon Bernardi became pregnant, she hoped for a healthy child.

But all seven of her children died from a rare genetic disease that affects the central nervous system - three of them just hours after birth.

When her fourth child, Edward, was born, doctors discovered the disease was caused by a defect in Sharon's mitochondria.

Edward was given drugs and blood transfusions to prevent the lactic acidosis (a kind of blood poisoning) that had killed his siblings.

Five weeks later Sharon and her husband, Neil, were allowed to take Edward to their home in Sunderland for Christmas - but his health slowly began to deteriorate.

Edward survived into adulthood, dying in 2011 at the age of 21.

Now Sharon is supporting medical research that would allow defective mitochondria to be replaced by DNA from another woman.

Research suggests that using mitochondria from a donor egg can prevent the diseases.

It is envisaged that up to 10 couples a year would benefit from the treatment.

However, it would result in babies having DNA from two parents and a tiny amount from a third donor as the mitochondria themselves have their own DNA.

'Clearly sensitive'

Earlier this year, a public consultation by the Human Fertilisation and Embryology Authority (HFEA) concluded there was "general support" for the idea and that there was no evidence that the advanced form of IVF was unsafe.

The chief medical officer for England, Prof Dame Sally Davies, said: "Scientists have developed ground-breaking new procedures which could stop these disease being passed on, bringing hope to many families seeking to prevent their future children inheriting them.

"It's only right that we look to introduce this life-saving treatment as soon as we can."

She said there were "clearly some sensitive issues here" but said she was "personally very comfortable" with altering mitochondria.

Scientists have devised two techniques that allow them to take the genetic information from the mother and place it into the egg of a donor with healthy mitochondria.

The result is a baby with genetic information from three people.

They would have more than 20,000 genes from their parents and 37 mitochondrial genes from a donor.

It is a change that would have ramifications through the generations as scientists would be altering human genetic inheritance.

Dr David King says the move crosses "a crucial ethical line"

Objections to the procedure have been raised ever since it was first mooted.

Dr David King, the director of Human Genetics Alert, said: "These techniques are unnecessary and unsafe and were in fact rejected by the majority of consultation responses.

'Designer baby'

"It is a disaster that the decision to cross the line that will eventually lead to a eugenic designer baby market should be taken on the basis of an utterly biased and inadequate consultation."

One of the main concerns raised in the HFEA's public consultation was of a "slippery slope" which could lead to other forms of genetic modification.

Draft regulations will be produced this year with a final version expected to be debated and voted on in Parliament during 2014.

Newcastle University is pioneering one of the techniques that could be used for three-person IVF.

Prof Doug Turnbull, the director of the Wellcome Trust Centre for Mitochondrial Research at the university, said he was "delighted".

He said: "This is excellent news for families with mitochondrial disease.

"This will give women who carry these diseased genes more reproductive choice and the opportunity to have children free of mitochondrial disease. I am very grateful to all those who have supported this work."

The fine details of the regulations are still uncertain, yet it is expected to be for only the most severe cases.

It is also likely that children would have no right to know who the egg donor was and that any children resulting from the procedure would be monitored closely for the rest of their lives.

Sir John Tooke, the president of the Academy of Medical Sciences, said: "Introducing regulations now will ensure that there is no avoidable delay in these treatments reaching affected families once there is sufficient evidence of safety and efficacy.

"It is also a positive step towards ensuring the UK remains at the forefront of cutting-edge research in this area."

Snowden's father says former contractor may return if conditions met

WASHINGTON (Reuters) - The father of former U.S. spy agency contractor Edward Snowden said in an interview that while he has not had recent contact with him, he is reasonably confident his son would return to the United States if certain conditions were met.

Those conditions could include not detaining Snowden before trial, not subjecting him to a gag order and letting him choose the location of his trial, NBC News said on Friday.

The NBC report added that Lonnie Snowden plans to make those points in a letter to U.S. Attorney General Eric Holder to be sent through his lawyer later on Friday. Representatives for the Justice Department could not be reached immediately for comment on the letter.

Lonnie Snowden, in part of the NBC interview that aired on the "Today Show," also said he is concerned that his son, a former contractor for the National Security Agency, was being manipulated by others, including people from the anti-government secrecy group WikiLeaks.

"I am concerned about those who surround him," he told NBC. "Wikileaks - if you look at past history - their focus isn't necessarily the Constitution of the United States. It's simply to release as much information as possible. So that alone is a concern for me."

Edward Snowden, an American, fled the United States to Hong Kong in May, a few weeks before publication in the Guardian and the Washington Post of details he said he provided about secret U.S. government surveillance of Internet and phone traffic.

He faces espionage charges in the United States and has requested political asylum in Ecuador. He has not been seen since he arrived in Moscow on Sunday, but Russian officials said he was in a transit area at Sheremetyevo airport.

Snowden's father said he has not had contact with his son since April, NBC reported.

"I love him. I would like to have the opportunity to communicate with him. I don't want to put him in peril," he said in the interview.

Lonnie Snowden said he did not think his son had committed treason, even though his son broke U.S. laws in releasing details about the federal monitoring programs.

"He has betrayed his government, but I don't believe that he's betrayed the people of the United States," he said.

The Commodity Futures Trading Commission is suing former MF Global CEO Jon Corzine for failure to supervise at the defunct firm.

In a statement, the regulator said it seeks to ban the former governor of New Jersey from working in the futures industry for his alleged role in the firm's bankruptcy 18 months ago.

The suit also targets the former treasurer of the company, Edith O'Brien, and alleges that MF Global misused funds prior to its collapse. The CFTC is asking for a $100 million penalty against the company.

MF Global collapsed in October 2011 under the weight of aggressive bets on sovereign debt, thin capital and questionable disclosures to investors. Customers were left reeling after it was revealed that more than $1 billion of their money could not be found.

Corzine is charged with violating his legal obligations to diligently supervise. O'Brien is charged with aiding and abetting the firm's misuse of customer funds.

Kenyan shilling steady ahead of June inflation data release

NAIROBI (Reuters) - The Kenyan shilling held steady on Friday, with traders eyeing monthly inflation data from the central bank later in the day.

The shilling was posted at 85.90/86.10 per dollar at 0712 GMT, unchanged from Thursday's close.

Traders expected the currency to hold firm as the data is likely to show only small changes in the price of goods in east Africa's largest economy.

"The market is expecting a slight up in inflation," said Duncan Kinuthia, head of trading for Commercial Bank of Africa.

"The currency may stabilise around (this level). The end-month is coming, so most of the dollar demand has been met, so we expect the currency to trade in a 85.80-86.20 range."

The shilling has lost 1.1 percent this month, partly due to investors buying dollars as they exit Kenyan shares in a broad pull-back from emerging markets after the U.S. Federal Reserve signalled plans to reduce its stimulus programme.

"With the weekend around the corner we expect today to be quiet ... within a range of 85.80 -86.10," Bank of Africa said in a daily note.

Britain plans world's first go-ahead for '3-parent' IVF babies

LONDON (Reuters) - Britain is planning to become the first country in the world to offer controversial "three-parent" fertility treatments to families who want to avoid passing on incurable diseases to their children.

The methods, currently only at the research stage in laboratories in Britain and the United States, would for the first time involve implanting genetically modified embryos into women.

Critics said the technique was ethically suspect and would eventually lead to a eugenic 'designer baby' market.

It involves intervening in the fertilisation process to remove faulty mitochondrial DNA, which can cause inherited conditions such as fatal heart problems, liver failure, brain disorders, blindness and muscular dystrophy.

The methods are designed to help families with mitochondrial diseases - incurable conditions passed down the maternal line that affect around one in 6,500 children worldwide. Mitochondria act as tiny energy-generating batteries inside cells.

The potential treatment is known as three-parent in vitro fertilisation (IVF) because the offspring would have genes from a mother, a father and from a female donor.

After a national public consultation showed Britons broadly favour the idea, the government's chief physician said on Friday it should be allowed to go ahead under strict regulation.

"Scientists have developed ground-breaking new procedures which could stop these diseases being passed on, bringing hope to many families seeking to prevent their children inheriting them," Sally Davies, chief medical officer, told reporters.

"It's only right that we look to introduce this life-saving treatment as soon as we can."

But David King, director of the Human Genetics Alert campaign group said "the techniques are unnecessary and their use is ethically unsound" and criticised the government for failing to conduct a more comprehensive public consultation.

"They cross the ethical line that has been agreed by government around the world that we should not genetically alter human beings," he said in an emailed statement.

DNA SWAP

Davies said the government's health department is drafting regulations to cover the new treatments and plans to publish them later this year. The move would make Britain the first country in the world to give patients an option of mitochondrial DNA transfer to avoid passing the diseases on to their children.

Scientists are researching several three-parent IVF techniques.

One being developed at Britain's Newcastle University, known as pronuclear transfer, swaps DNA between two fertilised human eggs. Another, called maternal spindle transfer, swaps material between the mother's egg and a donor egg before fertilisation.

A British medical ethics panel which reviewed the potential treatments for mitochondrial diseases decided last year they were ethical and should go ahead as long as research shows they are likely to be safe and effective.

Because Britain is in the vanguard of this research, ethical concerns, political decisions and scientific advances here are closely watched around the world - particularly in the United States where scientists are also working on DNA swap techniques.

Pro-life campaigners have already criticised the scientific research, saying that creating embryonic children in a lab abuses them by subjecting them to unnatural processes.

Critics like King also worry that modifying embryos to avoid disease is the first step towards the creation of "designer babies", whose genetic makeup could be modified as embryos to ensure certain traits such as height or hair colour.

Asked whether she was "comfortable" with taking such a major step along the way to allowing human genetic modification, Davies said she had debated and considered the ethical implications with many experts over many years and had come to the conclusion the techniques should be allowed.

Any final decision on putting the regulations in place to allow the new treatments to be offered will be subject to a vote in parliament, but Davies said she hoped the first patients may be able to get the new treatments within two years.
