UV exposure isn't the only worry for red-heads

BAD news for fair-skinned red-heads: wearing a hat and sunblock and sitting in the shade won't necessarily protect you from skin cancer. Studies in animals suggest the risk remains regardless of exposure to ultraviolet light.

David Fisher at Massachusetts General Hospital in Boston and colleagues introduced a gene linked with melanoma - the most dangerous form of skin cancer - into mice engineered to be albino, or to have either red or black hair.

The team had planned to study the incidence of melanoma after exposure to UV light - known to be particularly damaging to the fair skin that often accompanies red hair. But before they could start, the red-haired mice developed tumours. "It was a big surprise," says Fisher.

To test whether it was the gene, which gives both mice and humans red hair, or the red pigment itself that was involved, the team created albino-red hair hybrids: mice with an gene but whose hair was white. Hybrid mice were protected from melanoma, says Fisher, indicating that the pigment itself plays a role.

"Red pigment has a capacity to cause oxidative stress," he says, which might lead to genetic mutations (Nature, DOI: 10.1038/nature11624). Discovering the mechanisms involved may lead to protective strategies that go beyond shielding the skin from UV, Fisher adds.

Long distance in medical school ? Anastomosed

Everyone?s in one.

Chilling with four of my close girlfriends in med school last Saturday night, we realized that four of us were in long distance relationships and one of us was engaged (to someone else in our school). Each of us is having such a different experience. The one who is engaged did four years of long distance during college, and considered ending the relationship if she and her fiance did not end up at the same med school. One of us finds it not so hard, because she and he are old pros and have been doing long distance since high school. One of us who is new to this finds it challenging, because her boyfriend currently works in China, and time zones don?t make it any easier. That leaves two of us, who see our boyfriends every 5 weeks or so, mine a 2 hour plane ride away and her?s on the other coast.

For C and I, long distance has been, for the most part, kind of awesome:?individual?productivity is up, feelings of competitiveness are way down, and general time for socializing is way up. We both feel more independent, and less resentful that having a significant other means compromises when deciding what we want to do at any given time. We were totally joined at the hip during undergrad so long distance was a very new thing. I spent undergrad studying on C?s bed with my laptop, and now I feel like a real person who studies at a real desk.

Nowadays, instead of studying together in a dorm room the size of a generous closet, and garnishing almost every meal together with banalities (?So?how were the last four hours of the day for you??), our interactions consist of: A. Google hangouts wherein we talk shop (i.e. medicine/medical school/classes), or study quietly while C plays some obscure playlist of remixes, or show each other what we are wearing for a specific event; B. Facetime at around noon when we wake up on weekends to rehash the bars/parties/clubs/hangouts of the night before; and C. texts very late at night whereby the )?s on a =))) is directly correlated with BAC.

Most weeks we get between 2-6 hours of time with each other in some form or another and I am pleasantly surprised to find this is arguably enough.?There are probably many specific reasons why it is working out better than expected for C and me. I think the major one is that, all in all, we are a very no-nonsense, low-maintenance couple: we almost never fight when we?re together and being apart makes nitpicking impossible; C is never jealous; and we never did plan many ?date-like? events even while we were together ? just anniversaries and birthdays (we actually get more now because every time the other visits, the whole weekend turns into a series of dates).

Naturally, it?s not all perfect. At the beginning, I would get frustrated that the time difference meant that he would always be out a little later than I am on weekends ? meaning that I wouldn?t get to vchat him before bed. Sometimes, I still get the feeling that I initiate more conversations/videochats/facetimes, but really that shouldn?t be surprising since I hoard 80% of the airtime in our everyday conversations. Now that it?s been a few weeks and people are starting to hook up at our schools, (Halloween) parties can feel a little lonely.

But things are looking so much better than I could have predicted, and not much like the catastrophe I had imagined with our med school acceptances played out this past spring . We have our vacation/visiting plane tickets booked into Feb 2013 ? our four year anniversary.

600x-1-1In the great, wide world of journalism, games journalism is a weird animal. Those who "practice" - and practice it well - face a barrage of PR perks, free trips, and angry houses. Access is given and taken away by marketing folks on a whim. There are a few great news sources (Polygon is one as is Rock, Paper, Shotgun), a few silly ones, and a few horrible ones. But on the whole, not many folks think much about the business of writing about games. Yet, if we're culturally current, we consume quite a bit of games writing and, sadly, that writing is often compromised by the broken PR system.

(AP) ? After losing a bunch of close games, the Tampa Bay Buccaneers finally enjoyed a lopsided victory.

At Minnesota, no less, where the Vikings watched their home-field advantage come crumbling down during a romp by rookie Doug Martin.

Martin racked up 214 total yards ? including a career-high 135 rushing ? and two touchdowns, and the Buccaneers beat the Vikings 36-17 on Thursday night.

"We knew that the crowd was going to be loud," Martin said. We prepared for that."

The Vikings, on the other hand, were caught off guard.

"I didn't do a good job of getting our guys prepared for this. We did not play well. That's extremely obvious," Vikings coach Leslie Frazier said.

Martin took a screen pass 64 yards for a score for Tampa Bay (3-4), one of Josh Freeman's three touchdown passes, to stretch the lead to 27-10 just 1:21 into the second half. Then Martin, the first-round draft pick from Boise State, capped a drive of more than 9 minutes with a 1-yard muscle into the end zone midway through the fourth quarter to put the game out of reach for Minnesota (5-3).

"He comes spittin' out of there, and that's what we believe he can do," Buccaneers coach Greg Schiano said. "And I think he's just getting better and better."

Adrian Peterson had a season-high 64-yard run for a score that brought the Vikings within 30-17, but his lost fumble in Minnesota territory in the second quarter led directly to a Tampa Bay touchdown.

The Bucs, only the second visiting team to win on a Thursday night in seven games this season, revived their struggling pass rush with three sacks and flustered Christian Ponder with a heavy dose of blitzes. Ponder finished 19 for 35 for 251 yards, one touchdown and a late interception.

"It is frustrating when you have the momentum on your side and you can feel it shift," Ponder said. "There are always momentum shifts in the game, and we've got to take advantage of them. We didn't do that."

With a 13-point lead, just trying to keep that clock running as quickly as possible, the Bucs could've gone conservative, but they refused to settle for a punt. Starting at their own 13 with 1:12 left in the third quarter, they plowed their way up the field ? Freeman completed four third-and-long passes ? and finished off the game with Martin's third-and-goal touchdown run with 7:03 remaining.

"Tackling is just a mindset. Don't get me wrong: That dude is a good running back. He runs hard as all can be. But we've got to tackle," said Vikings defensive end Jared Allen, who had their only sack.

Freeman went 19 for 36 for 262 yards and, most importantly, no turnovers. Mike Williams had one of the touchdowns and 68 yards on six receptions, and the Bucs held the ball for nearly 38 of the 60 minutes. Martin had a lot to do with that.

"Thursday night, nationally televised game and in the NFL it's Doug's first prime-time game. It's a short week. You've got a lot going on, and Doug's ready to go. The game's never too big for Doug," Freeman said.

After a rough start, Harvin finally gave the Vikings some life by grabbing a screen pass for a 32-yard gain and then pivoting to haul in sideline pass over his shoulder for an 18-yard touchdown catch.

But Peterson, who was having no trouble reaching the Tampa Bay secondary with almost every run through the line, had the ball stripped after a spin move by the veteran Barber. The Bucs got the ball at the Minnesota 37, and Williams made a tricky catch in the corner of the end zone for a 3-yard score and a 20-7 lead.

After blowing a 21-7 lead to New Orleans the week before, the Bucs finished strong this time.

"We were just a physical, nasty monster," defensive tackle Gerald McCoy said.

NOTES: The Vikings fell to 1-11 in their last 12 prime-time games, since the middle of the 2009 season. ... The Bucs have averaged 464 yards of offense over their last three games. .... McShane completes expansion project for Indiana university ...

McShane's Valparaiso University expansion project

Some segments of the commercial real estate business are recovering faster than are others. Multi-family properties, government work, medical facilities and university expansion projects are hot right now. Just ask Rosemont, Ill.-based McShane Construction Company.

McShane recently completed a two-story, 51,500-square-foot addition to the College of Arts and Sciences located on the campus of Valparaiso University in Valparaiso, Ind.

Such work isn?t rare. Colleges are spending big dollars today on expansion projects. Part of the reason? To attract students today universities need modern facilities. Colleges today are building everything from high-tech labs to student housing that?s more luxurious than any apartment you?ve ever called home.

The Valparaiso project is a good example. According to a press release from McShane, the classroom and office addition for the school?s College of Arts and Sciences, certified as a LEED-Silver facility by the U.S. Green Building Council, features an attractive masonry, aluminum, precast and glass exterior that incorporates aluminum cladding, generous window lines and an entry featuring an intricate metal panel.

The expansion included a lobby space, offices, teacher?s lounge and flexible office and classroom areas that feature high-tech audio visual equipment. The contemporary interior finishes include acoustical tile, concrete floors and exposed steel elements offering a modern appeal that supports numerous sustainability aspects.

Green building is a growing field, too. And McShane?s Valparaiso project is, again, a good example. Sustainable elements featured in the new facility include an energy-efficient HVAC system, recycled and low-VOC materials and certified wood products, among others.? During construction, McShane implemented a material waste recycling center on the job site to ensure that excess materials used during the construction process were broken down or reused.

?McShane Construction utilized careful scheduling and construction practices to safeguard the students, faculty and visitors on the site while construction was underway since the Christopher Center Library remained open throughout construction,? said Jeff Raday, president of McShane Construction Company, in a written statement. ?We are pleased to have delivered another successful construction project within the university?s growing campus.?

EHDD Architecture provided the architectural services, while KJWW Engineering provided the structural engineering and MEP consulting services.

Plan to Expand FishHawk Sports Complex Gets Residents' Approval ...

Under a new proposal to expand the FishHawk Sports Complex, the soccer program will get the fields it desperately needs, protected gopher tortoises will get a new home and Starling residents will get peace and quiet.

Hillsborough County Parks, Recreation and Conservation director Mark Thornton outlined the plan at a meeting at the Palmetto Club Wednesday night where a show of hands indicated residents approved of the concept.

In an agreement hashed out with the help of FishHawk Ranch developer Newland Communities, the parks department plans to add four new soccer fields north of the existing complex on 20 acres currently owned by Newlands Communities and designated for conservation.

In exchange, the property dedicated to the county west of the complex, abutting the Starling subdivision, would become a conservation lot with a dedicated habitat for gopher tortoises.

The county also negotiated a deal with the Hillsborough County School District to upgrade two playing fields behind Randall Middle School to the east of the sports complex and add lighting so they can be used by the community's soccer and lacrosse clubs.

Before proceeding, the plan requires state approval to amend the Development of Regional Impact for FishHawk Ranch.

But, if all goes well, Thornton said construction of the four new fields could begin in 18 months. In the meantime, the parks department will go ahead and add lighting to the fields behind Randall in time for the FishHawk Lacrosse program to use them in January.

"With this plan, we think the construction costs will be lower and it's much more user-friendly," said Thornton. "I'm excited about the plan."

Starling residents were equally thrilled.

Under the county's original proposal, the soccer fields would have backed up to homes in the neighborhood.

"Thank you, thank you, thank you," said Jeff Dunlap, one of those residents whose home backs up to the property.

"This demonstrates that the process really does work," said Starling resident Jim Inguagiato. "Our voices were heard."

The proposal also received a thumbs up from residents whose children play sports at the FishHawk Sports Complex.

"It's a win-win for everybody," said resident Steve Hayes.

"This will give us the additional space we need," said Joe Kurtz, president of the FishHawk Soccer Club, which has 1,600 players. He said the soccer club is already using the fields behind Randall but must rent light towers to light the fields at night.

With the approval of the residents, Thornton said the county will begin working on the DRI amendment for FishHawk Ranch and the preliminary engineering.

The county also will look into adding turn lanes into the sports complex to make it easier for Starling residents to turn left out of their neighborhood.

The $2.8 million expansion project is being funded with impact fees.

(AP) ? At least 56 people were killed and nearly 2,000 homes destroyed in the latest outbreak of ethnic violence in western Myanmar, a government official said Thursday.

The 25 men and 31 women were reported dead in four Rakhine state townships in violence between the Buddhist Rakhine and Muslim Rohingya communities that re-erupted Sunday, local government spokesman Win Myaing said.

He said some 1,900 homes had been burned down in fresh conflict, while 60 men and four women were injured. It was unclear how many of the victims were Rohingya people and how many were Rakhine.

In June, ethnic violence in the state left at least 90 people dead and destroyed more than 3,000 homes. Tens of thousands of people remain in refugee camps.

An Associated Press photographer who traveled to Kyauktaw, one of the affected townships 45 kilometers (75 miles) north of the Rakhine capital of Sittwe, said he saw 11 wounded people brought by ambulance to the local 25-bed hospital, most with gunshot wounds.

One was declared dead after arrival. All the victims being treated were Rakhine, but that could reflect an inability or unwillingness of Rohingya victims to be treated there.

A male volunteer at the hospital, Min Oo, said by telephone that five bodies, including one of a woman, had also been brought there. He said the injured persons were brought by boat from Kyauktaw town 16 kilometers (10 miles) away, and taken from the jetty by the ambulances.

An account by a Rakhine villager in the area suggested great confusion and tension. The villager said that when groups of Rakhine and the Rohingya had a confrontation, government soldiers shot into a crowd of Rakhine, even though, according to his claim, it had been dispersing. The villager would not give his name for fear of violent reprisals.

There have been concerns in the past that soldiers were failing to protect the Rohingya community, but the Rakhine villager's account hints that the military may have been defending the Rohingya in this case.

Curfews have been in place in some areas since June, and been extended to others due to the recent violence.

Tensions still simmer in part because the government has failed to find any long-term solution to the crisis other than segregating the two communities in some areas.

The United Nations called for calm Thursday in response to the new violence.

"The U.N. is gravely concerned about reports of a resurgence of inter-communal conflict in several areas in Rakhine State ? which has resulted in deaths and has forced thousands of people, including women and children, to flee their homes," U.N. Resident and Humanitarian Coordinator in Myanmar Ashok Nigam said in a statement.

Nigam said the United Nations was appealing for "immediate and unconditional access to all communities in accordance with humanitarian principles."

The statement said large numbers of people fleeing the new violence were headed for already overcrowded refugee camps currently housing about 75,000 people previously made homeless.

"Short term humanitarian support and action towards long term solutions are urgently required to address the root causes of the conflict," said the statement.

The unrest is some of the worst reported in the region since June, after clashes were set off by the alleged rape and murder of a Buddhist woman by three Muslim men in late May.

The crisis in Myanmar's west goes back decades and is rooted in a dispute over where the region's Muslim inhabitants are from. Although many Rohingya have lived in Myanmar for generations, they are widely denigrated as foreigners ? intruders who came from neighboring Bangladesh to steal scarce land.

The U.N. estimates their number at 800,000. But the government does not count them as one of the country's 135 ethnic groups, and so ? like neighboring Bangladesh ? denies them citizenship. Human rights groups say racism also plays a role: Many Rohingya, who speak a distinct Bengali dialect and resemble Muslim Bangladeshis, have darker skin and are heavily discriminated against.

The conflict has proven to be a major challenge for the government of President Thein Sein, which has embarked on democratic reforms since a half century of military rule ended in 2011.

It also poses a dilemma for the opposition New Light of Myanmar party of Nobel peace laureate Aung San Suu Kyi, which has been reluctant to go against the tide of popular anti-Rohingya sentiment. Suu Kyi has been criticized by some Western human rights advocates for failing to speak out strongly against what they see as repression of the Rohingya.

Buddhist monks have been spearheading anti-Rohingya protests, and on Thursday staged their latest one in Yangon, the country's biggest and most important city. More than 100 staged a peaceful protest at the historic Sule Pagoda.

Powell standing by Obama in 2012 presidential race

WASHINGTON (AP) ? Former Secretary of State Colin Powell, a longtime Republican, is sticking with President Barack Obama in this year's election.

He tells "CBS This Morning" he respects Mitt Romney but thinks he's been vague on many issues.

Speaking of Obama, Powell said the president got the United States out of Iraq and has laid out a plan for leaving Afghanistan "and didn't get us into any new wars."

He praises Obama's economic performance, saying that while difficult choices are ahead on taxes, spending and budgetary policies, "steadily, I think we've begun to come out of the dive and we're gaining attitude." Powell, a retired general, also formerly was a White House chief of staff and chairman of the military's Joint Chief of Staffs.

Powell says that he's still a Republican.

"Chasing Mavericks" Review: surfing saga wipes out on dry land

LOS ANGELES (TheWrap.com) - Regarding legendary MGM bathing beauty Esther Williams, producer Joe Pasternak once famously quipped, "Wet, she's a star."

So it goes with "Chasing Mavericks," a biopic that features not enough stirringly gorgeous surfing footage and way too many clunky biopic clich?s in telling the story of surf legend Jay Moriarity. With a storyline as by-the-numbers as a square dance, the movie's one surprise comes with the closing credits - namely, that this trite "inspirational" movie is the product of two world-class filmmakers, Curtis Hanson and Michael Apted.

After a prologue in which eight-year-old Jay, already obsessed with the big waves, is rescued from drowning by his ten-hanging neighbor Frosty Hesson (Gerard Butler), we meet our lead character at age 15 and played by Jonny Weston. A talented young surfer, Jay sneaks off one morning and watches Frosty tackle Mavericks, a giant super-wave thought by many to be the stuff of legend.

Once he sees Mavericks, Jay has found his Mt. Everest, and he won't rest until he can conquer it. He begs Frosty to train him, and so begins a 12-week course that will include the physical (paddling from Santa Cruz to Monterey, learning to go four minutes without breathing) and the mental (Jay writes essays for Frosty about observing the tides and conquering personal demons).

Naturally, the surf lessons become life lessons, whether it's about taking a step back and finding the easy way through a situation or distinguishing the difference between fear (a good thing) and panic (not so much). Kario Salem's screenplay ticks off the character development in the most predictable way possible; when Jay reveals early on that he has an unopened latter from the father who abandoned him as a child, we know that envelope's going to be torn open in the final act.

Because of his positive attitude and many achievements at a relatively young age, Jay Moriarity became a legend in the surf world. Unfortunately, that mantle anchors the film - rather than portray Jay as the complex and interesting person he no doubt was, the movie reduces him to a paragon. Constantly upbeat and crowned in a halo of blond curls, Weston has nothing to play that can make Jay anything but a blank, shiny ideal.

Butler may still be grappling with his American accent, but at least Frosty has a flaw or two that give the actor something to do. The women in the film are handed even less to work with, stuck playing The Girlfriend (Leven Rambin) or The Boozy Mom Who Suddenly Isn't Boozy Anymore (Elisabeth Shue). Abigail Spencer, as Frosty's wife, gets some relatively complex moments, but even she is saddled with the requisite "Please don't go surf Mavericks tonight, honey" speech.

None of the film's many flaws matter when Jay or Frosty hops on a board and swims out to the waves. If the surfing scenes are real, then they're breathtaking; if they're faked, then they've been faked brilliantly. But for that, better to rent "The Endless Summer" or "Step Into Liquid" so you can cut right to the good stuff without having to wade through all the personal-growth and surrogate-family bushwa that "Chasing Mavericks" handles so badly.

Yoga in public schools latest test of free speech

Should yoga sessions in public schools be subject to the same restrictions as religious ceremonies? A group of 60 Southern California parents thinks so?they want to pull yoga out of their school district?s curriculum.

Yoga_Class_at_a_Gym4The yoga controversy is the latest twist on the contentious issue of anything having to do with religion in schools funded by taxpayer dollars.

In this case, a lawyer for the parents says yoga has ties to Hinduism and that there is no place for it in the Encinitas Union School District.

?There?s a deep concern that the Encinitas Union School District is using taxpayer resources to promote Ashtanga yoga and Hinduism, a religion system of beliefs and practices,? their attorney, Dean Broyles, told the North County Times, a regional newspaper.

The district has classes in nine schools and is reportedly set to receive a $500,000 grant from an Ashtanga yoga institute to expand the classes. Its superintendent has said he doesn?t plan to stop the classes.

Broyles told ABC News that Ashtanga yoga is indeed a religious practice.

?The poses and positions are acknowledged by Ashtanga and Hindi yoga as forms of worship and prayers to Hindu deities,? he told ABC. ?They have a spiritual and religious meaning behind them.?

Broyles said after doing his own research, he?s convinced Ashtanga yoga in public schools is a constitutional issue.

?We think that children are being used as guinea pigs,? he told ABC. ?It would be like a charismatic Christian organization funding classes in worship and praise.?

The yoga controversy comes after two other high-profile cases about religious expression at publicly funded schools.

In those cases in Texas and Tennessee, the debate is over Christian prayer and Christian slogans at a prominent university and a local high school.

The Freedom From Religion Foundation, which promotes separation of church and state, is involved in both situations.

In Texas, a group of high school cheerleaders won the latest legal skirmish over their display of religious slogans on banners used at football games.

A judge has agreed with the students that the slogans were an individual expression of private free speech. That case is headed to trial next year after the students won an injunction.

Constitution Daily contributor Lyle Denniston said in his case analysis for us earlier this week that the judge?s focus was on the application of free speech principles, not religion.

?It was not decisive, for this judge, that the message is, in fact, only a Christian one. It thus is up to the cheerleaders to choose, or not, to vary the message so that it reflects religious tolerance as well as religious freedom. That is a civics lesson, even if not one required by the Constitution,? he said.

The other high-profile case involves the University of Tennessee at Knoxville football program, which has traditionally invoked a public prayer in its stadium before football games.

The Freedom From Religion Foundation said some alumni complained about the tradition, and were upset that the name of Jesus Christ was used during the prayers. It asked the school to stop the practice.

In September, another school in the state system, the University of Tennessee at Chattanooga, said it would use a moment of silence at games, in response to a similar complaint from the foundation.

The University of Tennessee at Knoxville is continuing with non-sectarian prayers at the games.

In its dialogue with the university, Freedom From Religion Foundation cited the historic Santa Fe v. Jane Doe decision in 2000 that barred prayers at high school football games; the County of Allegheny v. American Civil Liberties Union case from 1989 (which barred nativity scenes from a courthouse); and Abington vs. Schempp from 1963 (which halted the reading of Bible passages in public schools).

The school said there was nothing wrong with a pre-kickoff invocation.

Miesha Tate pushes for Zoila Gurgel to get better Bellator billing

Former Strikeforce bantamweight champion Miesha Tate is not afraid to speak her mind. Last week, she caused a stir when she said there are circumstances where it's acceptable for a man to hit a woman. This week, she's speaking up on behalf of Bellator flyweight champion Zoila Gurgel.

Despite holding a belt and fighting near her hometown, Bellator has placed Gurgel's non-title bout with Casey Noland on the untelevised undercard. For good reason, Tate was annoyed by this and tweeted Bellator president Bjorn Rebney.

Tate sent several more tweets like these and encouraged her followers to tweet Bellator and Bjorn Rebney until they put Gurgel on the main card. Rebney explained his reasoning to MMA Fighting.

"Zoila's been plagued by injury after injury over the last 19 months, having not fought since March, 2011," he wrote. "We felt that the best road back for her did not include rushing her into a major fight against one of the top-ranked women in the world. This is not a world title fight as it's made significantly north of the 115 weight limit where she holds our title. Depending on how Zoila feels and performs on Friday, we can then determine the next appropriate step back."

But that doesn't explain why a champion isn't on television. Brian Rogers is not in a "world title fight," nor is he part of the Bellator tournament bouts that will be aired, but he's on the televised card. When fellow champions Michael Chandler and Ben Askren fought non-title bouts, their fights were on the main card.

When Tate spoke on men hitting women who hit them first, she was railing against a double standard. It looks like she's still fighting one this week.

Boeing missile takes out electronics without touching them

A new weapon being developed by Boeing hopes to defeat targets without actually destroying them. Instead, it uses a powerful microwave burst to disable electronic devices as it flies overhead.

The idea of the "electro-magnetic pulse," or EMP, is a popular one in science fiction: for decades, guns and missiles have disabled starships and facilities by shutting down their electronics ? but the real thing has proven a bit more difficult to create.

Researchers at Boeing's Phantom Works succeeded last week when tests of their new weapon proved it to be even more potent than expected. They call it the Counter-electronics High-powered Advanced Missile Project, or CHAMP.

The tests in Utah had the missile buzzing test structures full of electronics and cameras. The idea is that targeting these buildings with an intense burst of microwave radiation would knock out any electronically-controlled systems within.

And that's what happened ? in spades. The CHAMP worked so well that even the cameras set up to record the effects inside the buildings were shut down. Such a weapon would be invaluable against enemy infrastructure like radar and missile launch sites.

How long the electronics are disrupted for would vary widely depending on how the electronics work and?how hard they were hit. The monitors shown in the video at Boeing's announcement of the tests only shut down for a few seconds, but something more complex, like?an interdependent network of computers and power sources, could be taken offline for much longer or even disabled completely.

Either way, the CHAMP was demonstrated successfully, and it will be a very useful tool when ordinary munitions are too risky to employ. The research was conducted in partnership with the U.S.?Air Force Research Laboratory and Raytheon Ktech.

Family physicians need to know what to expect when they are asked to become the medical home for a young adult who is transitioning from pediatric care to adult care. However, effectively managing that transition and ensuring a positive patient experience can be challenging for all participants.

A new school year causes many parents to renew focus on the well-being of their children, particularly those seeing their kids leave for college for the first time.

During a conference call with clients, John O. Speaking from experience working with prosperous and successful clients across generations for more than two decades, he explains the importance of putting in place protections including a Power of Attorney and Health Care Proxy.

Below find his top 10 planning issues for recently emancipated children (over 18) and minors.

1.????? Legal and medical risks for children upon reaching age 18, legal adulthood.? What happens if they are in a car accident or are hospitalized?? How can we access medical and school records?

???????? Once your children are legal adults, you are no longer able to automatically make medical decisions on their behalf, access their medical records, or take any other action for their benefit if they are unable to do so.

???????? Additionally, parents will not have automatic access to their child?s financial accounts if they are over the age of 18.

???????? Adult children must consider completing a Health Care Proxy, Durable Power of Attorney, and an Authorization for Release of Protected Health Information to provide their parents with the authority to act with respect to their medical, legal, and financial needs if they are incapacitated or otherwise unable to handle their own affairs.

2.????? Overseas travel and study abroad.? What are the necessities when your child is overseas?

???????? If your child is away from home in college or out of the country on a semester abroad expedient access to the child?s medical and financial records can become even more critical in a moment of urgent need

???????? Colleges will not release a student?s medical records, even to parents, if the student is over the age of 18. This may be extremely detrimental to a child?s well-being in a physical or emotional medical emergency. Advance planning can facilitate communication between the foreign hospitals and parents.

3.????? Upon reaching age 18, does your child require a will?

???????? We believe that broadly the answer is no. Most young adults do not possess assets sufficient to merit the use of a Last Will and Testament.

???????? However, if larger accounts have been inherited by an adult child or if the adult child owns shares in a family business, a Last Will and Testament may be a critical component in the family?s overall estate plan to avoid unintentional beneficiaries and estate tax implications.

???????? The will should provide direction for a power of appointment to allow your child to appoint trust assets to descendants and/or a spouse.

4.????? Your child is an adult.? Should you appoint him or her as your representative in your incapacity planning?

???????? Adult children may be the best choice to name as fiduciaries to make the parents? medical and/or financial decisions.

???????? They may be appointed in the documents to serve at a future date when a certain age is reached, such as 25.

???????? Your child can be included in the documents at a younger age (as a teenager, for example), with authority to act at the age determined to be best (25, for example).

5.????? Your child is an adult.? Should you make outright gifts to them?? What are the risks of these gifts and custodial accounts?

???????? Outright gifts to adult children should not exceed a certain amount as outright gifts are exposed to attack and may deter your child from making his or her own way in the world.

???????? Presently, $13,000 from each parent or grandparent can be transferred on an annual basis to each child and grandchild. Additionally, up to $5.0M can be transferred gift tax free to children and grandchildren.

???????? A better way to make larger gifts to children is in lifetime trusts that will protect the assets against any unintended diversions or reversals (i.e. divorce, law suits, creditors, etc.) that a child may encounter, while still providing for the child?s needs and allow the child to maintain a certain quality of life.

???????? We often recommend that a child serve as co-trustee at age 30 and sole trustee at age 40.

?

6.????? Your 25-year-old (or younger) child is getting married.? Should you review with them whether a prenuptial agreement is necessary to protect the family assets?

???????? Having the discussion about a prenuptial agreement can be beneficial for both the parents and child who is about to be married. Clear financial foresight in advance of a wedding can be helpful to planning for a successful marriage.

???????? Certain assets, which are intended to stay within the family, can be protected.

???????? Significant work has been put into creating trusts for your children so that there is little risk of diversion, but a child can empty the trusts. Children should be well versed in the overall strategy to invest the assets in trust instead.

?

  1. Your child is under 18.? What are the medical risks if you are unavailable?

???????? In the event that the parents or guardians are unavailable and minor children require medical care, a hospital or doctor's office will reject the treatment that the child needs, unless there is a clear risk of death.

???????? In the past, care providers have been sued for wrongly treating children without the consent of the parents and now mandate formal written permission from a child's parents if they are not present or cannot be contacted.

???????? Someone local should be appointed to assist in getting your child admitted to the hospital.

???????? In order to assure that minor children are treated properly and immediately, their Health Care Proxy and Authorization for Release of Protected Health Information will name representatives who will be able to (i) receive their critical medical information; and (ii) make medical decisions for them if the parents are unable to do so.

???????? A set of the documents should be kept at the house, in a place that is easily accessible such as inside the kitchen cabinet door.

?

8.????? Your child is under 18.? What if both parents pass away or become incapacitated?? What must a comprehensive plan to protect this child address in addition to appointing guardians?

???????? The Wills we prepare provide comprehensive directions for the guardians that outline expectations and wishes for the minor child's upbringing.

???????? These instructions may include an advisory group to assist the guardians in making decisions and understanding the parents? objectives and guidance regarding priorities for education, medical treatment, household support, and other important considerations.

???????? A family mission statement will assist with direction for your children and may be critical if a child has special needs.

?

9.????? Passports for children. What is the relevance of children of foreign nationality having a passport in the foreign jurisdiction? If your children are foreign born or going overseas, are passports current in the event of an emergency??

???????? Always the best course of action will be to keep children?s passports current. Even expedited passports can take weeks to process. In the event of an emergency, it is critical that all children?s passports are current.

???????? Without a legal guardian, a child will not be given a passport. A third party must be authorized in the absence of a legal guardian. This may be expedited by a signed and notarized document prepared by parents appointing this individual.
